The Education and Training (System Reform) Amendment Bill was introduced in late 2025. Among other things it proposed to:

  • move functions between the Ministry of Education, Education Review Office and Teaching Council
  • change how the Teaching Council is governed
  • establish a School Property Agency
  • change some aspects of how the curriculum is developed and updated.


The PSA’s submission focused on the parts of the Bill that our members were most concerned about. Our submission opposed changes that would:

  • make the Teaching Council less independent and less connected to the teaching profession
  • move functions that we believe should remain with the Ministry of Education
  • remove consultation requirements on the health curriculum.
