The Legislation (Definitions of Woman and Man) Amendment Bill is a member's bill introduced in 2026 by New Zealand First. It sought to amend the Legislation Act 2019 by adding a definition of “woman” as “an adult human biological female” and of “man” as “an adult human biological male”, with corresponding definitions for “male” and “female”.
Four of the PSA's networks made submissions opposing the Legislation (Definitions of Woman and Man) Amendment Bill - Out@PSA, the PSA Women's Network, PSA Youth, and PSA Pasefika. Our networks submitted that the Bill was an attack on the rights of transgender and intersex people, while failing to achieve its stated aim of protecting women.
