Hutt City Council is using the Petone Neighbourhood Hub’s building problems as cover to permanently slash library services and cut a third of the library staff.

A change proposal presented to staff and the PSA reveals the council plans to close the Hub, move into a smaller facility on Jackson Street it is calling a "pop-up," and cut the Petone Library team from nine roles to six.

"The building clearly needs work, and no one is arguing staff should be working in unsafe conditions. But this isn’t a temporary fix while the building gets repaired - the council has shelved the repair project entirely and signed a lease for a minimum of three years on the replacement site," said Duane Leo, National Secretary for the Public Service Association Te Pūkenga Here Tikanga Mahi.

"You don’t sack a third of your staff and sign a long term lease for a pop-up. Restructuring staff is a strong signal that this move is permanent. This is downsizing by stealth.

"The council says the future of the Britannia Street site will be considered as part of the next Long-Term Plan - that’s years away. In the meantime, Petone gets a smaller space, reduced hours, minimal programming, significantly fewer children’s services, and only a small collection of high-demand books.

"Petone locals have a right to know this is happening - this is not a simple move, it’s a significant downgrading of an important community service.

"This is what happens when councils are squeezed financially. The $5 million repair budget was never enough to do the job properly, and now the building’s problems are being used to justify cutting services rather than investing in them.

"If the Government imposes further financial constraints on councils like rates capping, we can expect to see more beloved community services like libraries hollowed out across the country.

"Petone’s library needs to be repaired and restored, not replaced with a cut-price substitute. The community should be consulted on its future, not presented with a fait accompli."
